To be eligible for funding, individuals need to be aged 19 or over, live within Greater Manchester, meet the residency criteria and one of the following -  do not already have a level 3 qualification. OR already have a level 3 qualification or higher but earn below £33,000. OR already have a level 3 qualification or higher but are unemployed
